Major changes made to accommodate the new pycasso-TM5 trunk. It uses different logic throughout and represents major changes to the TM5 interface that
had to be mirrored here. For example:

- the executable name has changed and rc-file name is now an argument
- many keys in the tm5.rc file have changed and need to be replaced differently
- the new trunk version uses TM5 restart files instead of save files and writes to a different location
- the code for a restart is no longer istart=3

This required some drastic changes to the obs operator. It is no longer compatible with the 'old' TM5 project styles!!!

Furthermore, we now have a routine to run TM5 with many tracers as ensemble members which is more efficient for a typical CO2 project.

changed the reading of model samples for new user_output_flask routine, also now purging the TM5 restart file list after each run

now using NetCDF4 interface, also propagating eventnumbers, and now made consistent with user_output_flask.F90 from the new enkf project

fixes in documentation string, also changed the randomseed file location and RestartFileList writing

moving the restart data now before collecting new, also purging the restart/current folder before collecting data

third option, the pyCDF interface for reading and writing. Note that it does not read HDF filessvn move da/ct/io.py da/tools/io_cdf.py!
